This was a game with most obscure rules I have seen so far on this site.
I congratulate the winner for the well deserved 1st place. Good job.
But I do not agree with your decisions for 2nd, 3rd and 4th place. In light of the rules they make no sense.
The prize section of the rules clearly determines how these prizes should be given and I see no room for different kind of interpretation.
Meaning: Who ever gets all the items first gets the 1st place and the bonus.
It also means that others who have also gathered all the items get unfortunately nothing.
Second place should be determined only among those who have collected one item less than the full package.
The rules do not give room for the interpretation that the second place belongs to a player who has gathered fastest his/her second most item but then continued to get also the last one. Because by definition that player does not belong to the group with players who have only second most amount of items collected.
And the same goes for 3rd and 4th places.
No-one said we shouldn't play smart.

So for example, second place should not had been determined only among those who had all items collected especially if any player who in reality had second most items was actually faster. And as such the fastest to reach the second place might had been YLAN.
Or maybe a player who had the second most items collected was actually fastest to reach the 3rd or 4th place, that should also count.
I don't care about the outcome but I am stickler for the rules.

It was a typo, as you noticed it is proceeded by all items should be found on casino.us.
$100 for most items completed
$75 second most items
$50 third most items
$25 fourth most items
I agree the wording could have been better. But those who finished behind Billy are the ones who also got the "next most" items.Thank you @Zorba for seeing my point.
That is exactly what I did.
But that is only part of the story...
After having second most items collected I received a message from SpecialEvents saying I am missing only one item. To which I replied, and I quote myself
"...since others already have all items collected I see no reason to add my final entry. Hopefully I was the fastest to the second place."
My view of the matter was not corrected even though there still was time to get inside the final four.
But that was not the only blunder...

But as a good soldier I don't question the orders no matter how strange they might sound, I follow them. And you know what? There actually is a CSUS website that belongs to California State University. And you wouldn't believe how hard it was to find that flag from a place where (in retrospect) I wasn't even supposed to look. But I found it. And I dare anyone to do the same.
The next day this line:

was changed into this:

When I confronted them after changing the line they brushed it off simply as a typo and said:
Well then, if it was supposed to be so clear that all items should be collected from casino.us then why mention the site name (CSUS) at all?
But the soldier I am I took that as an exception to the rule. And at the time, time was the essence and there was no-one to ask for clarifications.
As I have understood from a private discussion I was not the only one who was confused about CSUS.
And I also point out that this was the first time that I've seen that casino.us is referred as CSUS or with any other abbreviation for that matter which made it even more unclear.
If I hadn't been sent to a wild goose chase to CSUS would I had been the fastest to reach the first or second place?
I believe I would since I was present from the get-go.

Was I good sport? H**l yeah. I have been nothing but a good sport during my (close to six years) time here. I even helped maronza in this race when he had a hard time understanding some things.
But as I said, I am done with these labor intensive tasks. I won't waste my energy in the future deciphering what is actually written and what is meant by it.
And to add a final thought...
Admins are not always right. They are only humans and make mistakes too. But one can either own one's mistakes or ignore them - that is the difference.

The other stuff you mentioned here I had explained to you - the CSUS was a typo (my fault - I was trying to make an acronym out of Casino.us, should have left it out), but also in that same post, it clearly states that all items would be found in either free games or pages on Casino.us.
