Seems like something GGPoker would do.
Not quite as bad as ACR Pros offering $100,000 or whatever it was for the "first" person who could run a bot on their site but still right in line with GGPoker's interesting decisions regarding site and game integrity.
They were the only ones in recent memory to have a confirmed super user scandal but they are the only site that has access to these super weak player pools so people ignore it lol.
I haven't played on GG for a long time for game integrity reasons as it is, but I'm pretty happy with my decision granted this announcement is either an admission that they have no structured security measures and were banning people willy nilly OR OR OR even more interestingly these players legitimately broke TOS, should be banned from the client but GG wants to throw them back in the game pool with players who follow the rules.
Wait, how did GG get into all these countries no one can get licensing in to begin with?
I'm sure it's nothing...
