Do not expect fate to make it easy.

Observe who is really in power and make them like you, this is easiest way. These are NY and Washington. Notice that NJ, Nevada and Delaware are kind and have good relations with Washington and NY so they were permitted to play as long as they stuck to specific rules etc.

The other states either have more beef with Washington and NY or they hate gambling... Somehow I don't think Texas hold'em being outlawed in Texas was oh so consensual.

Learn to make new friends when you need to. Those in power are there because their current fate is to be in that position, it is your duty to study the current fate and work WITH, not against, fate to ensure your dreams come true.

If PA did ally these 2 then good on them, they are playing well.

Interesting theory.

Gaming fights are always tough. There's no shortcut. Companies interested in providing services have to lobby lawmakers, have great media relations teams, and all the other things that go into these types of fights. The poker community plays a valuable primary role in bringing public support for iPoker, along with a secondary role in helping poker lobbyists with activism. After all, lobbyists will have a long road if lawmakers don't think the public supports the bill.
