Betting tactics: Target specific

Instead of going all in, I'll target a player's stack and bet all but 1 chip, or their exact amount instead of a rounded number.
In the former, players sometimes call the bet and then check it to the river, which I think is funny, or they just push all in. But the latter (apparently) seems to elicit more folds.

Has anyone tried some betting tactic to psychologically affect a player? Do you think it ever makes a difference?

Rest assured if you target me for all but one chip I will shove if I decide to play the hand. Your tactic looks like an angle to me but will not affect whether I continue in the hand or not.
