Article is a year old...that'll tell what countries are tax free. Safest and cheap now is another story. Not even sure cheap and safe belong in the same sentence. Being safe usually doesn't equal cheap. You'll need to do further research for cheap and safe. There's no where in the world completely safe.

Cheers!!!

Thanks bro.
You're welcome man. Canadian here and we make the list of tax free.....I wouldn't say it's exactly cheap to live here thou lol......but there's a lt worse places to live. Relatively safe depending on where you choose to live. Beautiful country, mostly good people again depending on where you choose to live and luck of draw on neighbors.

Cheers!!!

I'm Moroccan, and I currently live in Morocco. I hear there are quite a few casinos in Morocco, in these cities: Tangier, Jadida, Marrakech...
I did some research on taxes in Morocco, and I noticed that Morocco always takes the French tax model as an example and applies it somewhat to Moroccan taxation, with some improvements.

1. New 30% withholding tax
The 2025 Finance Bill, adopted between December 2024 and early 2025, introduces a 30% withholding tax on winnings from online gambling, starting from the moment the winnings are paid out, before they are transferred to players in Morocco.

This measure primarily targets foreign platforms: Moroccan players' winnings on these sites will be directly taxed, often through banks or intermediaries upon transfer.

2. 2% Solidarity Contribution

At the same time, resident players are also subject to a 2% solidarity contribution on these same winnings.

3. New Tax Framework within Income Tax (IR)
Winnings from games of chance (online or casino) are now included in a sixth tax category within the IR, with a final withholding tax of 30% on payments made, including via banks and payment platforms.

In summary (for a player in Morocco):

If you win on a foreign site:

30% automatically withheld from the winnings.

+2% solidarity contribution.

⇒ You receive 68% net of the winnings (excluding any fees).

If you win at a casino in Morocco:

The same rules apply: 30% + 2%, as soon as the winnings reach 5,000 dirhams or more, according to the application of the Finance Bill 2025, with some cases still under discussion.
⚠️ Points of attention
Applicability: This framework applies mainly to winnings on online platforms or casinos. For private poker (unlicensed), the legality is unclear or even prohibited, therefore outside the traditional tax framework.

Collection methods: For foreign sites, the withholding tax will be made via Moroccan banks/platforms at the time of deposit.

Economic impact: This tax is considered restrictive and could discourage legal gambling, but the government aims to increase public revenue.

✅ Practical advice
Before withdrawing your winnings, check whether the platform has implemented withholding tax in accordance with the French Finance Law 2025.

If you win more than 5,000DH at a local casino, expect the same withholding tax of 30% + 2%.

Keep proof of winnings – declared – to avoid any conflict with the tax authorities.

That’s a tough combo, but a few spots stand out. Georgia is super affordable, poker winnings are tax-free for most players. Another option is Malta — safe and very poker-friendly tax-wise — though it’s more expensive.

How about Monaco?
It's safe and tax-free.
The cost of living is high, but if you win at poker, it's not a problem.

Thank you everyone!
Im in canada, the problem is that if you play recreationally it's not taxed, but professionals are subject to being taxed up to 52%.

For me, the best option for security and cost would be the UK.
But it must not be easy to immigrate to the UK???

but I will continue my research, Malta and Panama also seem interesting.

Gambling winnings are tax free in the UK.
The UK taxes the gambling companies rather than the winners, they get more tax that way.

Not exactly tax free.... In Spain for example you have to pay 50% tax on winnings
But some european countries tax casinos but not player winnings.
