Look at all the hands we 3-bet do you really think a standard player would know that we are not raising the balance hands?
This chart shows strategy plus EV--Which means we can now see the strength of any hand vs UTG1 open range when we 3-bet
The hands that the solver uses to balance are the hands with a ---0--- if we do not raise these hands we are not ever balanced.
However, vs our V how do they know if we are 3-betting 66 or QJs which has the exact same EV and are not balance hands they are raised for profit .48.
Why 3-bet 65s or 76s to balance?  98s is a value 3-bet it is .05, why not just use that hand or even higher up 3-bet JTs  .43 bb 
How will your V know if it is AA or JTs?   
Vs UTG1 open range you will not be balanced unless you raise the ----0--- hands and all the hands above at these frequencies.

I hope this helps explain what balanced looks like and why we never need to try to truly balance our ranges vs standard players

As a side note you may notice that AToff is 0 EV -- KJo is O etc etc this helps us to know we do not want to play these hands vs our standard UTG1 villains as we do not need to balance vs them and these hands have large reverse implied odds for us as we do not play all streets like a solver. Anytime we see a solver 0 or .01 etc If we play those hands, it is -EV for us.  Another reason to not worry about actual math-based balance.
