For cash games it varies for me as it depends upon the time of day. Keep in mind, all of my reviews here are based upon Zoom-style games.
I personally prefer partypoker. But you'll be limited to 2nl or 25nl (the 10nl tables filled in the past but not so much lately)
888Poker is probably the softest compared with the other sites (for 2nl & 5nl... but also for 10nl & 25nl too).
SportsBetting is soft (10nl is their lowest and 25nl doesn't get very much traffic at all... unfortunately)... due to Americans playing on there. (they are BAD!)
WPTglobal is very soft but they limit you to only 1 table of FastFold style tables and also very limited as far as buyin selection goes. But you'll find some VERY crazy play on that site... and also VERY LOOSE/Passive (HUGE Calling stations, and not uncommon to see 4 or 5 players to a flop even in a 3Bet pot)
I can't tolerate the software. It sucks!!! I play on there very rarely but it's not hard to have a winning session there. Another huge drawback there, you can't put notes on players.

For Tournaments (I don't play satellites... but probably will sometime in near future)
Partypoker - smaller fields and decent structures. I personally like that site.
GG & Stars - for sheer number of tourneys and big player fields. GG has quite turbo-like structures for most of their tournaments... BUT it also has alot of donks.
