I think Pokerstars is only Classed as being illegal as they did not apply in time for a Dutch License, but like in America it is slowly becoming legal in a few States, but it all takes time due to the bureaucracy and red tape in every Country and every American State.
It will always be the same, all over the World, If a Government is not getting their finger in the pie and getting their share from Poker sites they will introduce License's and License Fees so they can get their grubby mitts on our money one way or another.
It is exactly the same even in Local Government, I was a self employed Cab Driver here in my home town for many years, But the License Fees went up and up every year because the red tape cost more and more, due to wage increases at the Town Hall. The Cab Drivers got nothing from the increased charges and many went out of business because it became more exspensive for the individual Drivers.
