If anything, the "personal ceiling" you're talking about only comes into play with regards to how good we are at making ourselves take part in the deliberate practice required to achieve success at a high level.

I should also point out that most people start off by improving very quickly in a given field. They improve very quickly in the beginning, but this levels off slowly over time, until eventually they reach the "OK plateau." Most people never push beyond that point, because they don't partake in the habits needed to move forward. But just because most people don't go beyond their "OK plateau" doesn't mean that it is a true "ceiling" of skill/ability.
