A few thoughts:

1) If this really was a re-entry tournament, as someone said earlier, this "tilted" move he made is almost a stroke of genius (unless he was actually tilted, of course lol). Get everyone to think you are so pissed you want to quit so you get a call and a chance at a double up.

2) I think one little tweak of the rule can actually make it beneficial to the game: muck if the player is out of his seat when the action reaches him/her, not when the first card comes off. There's nothing more irritating than a player delaying action in a tournament because he or she is pre-occupied. Hell, I spilled hot coffee on myself in a tournament and still didn't delay the hand.

3) Saying the rule needs changed because a player may need to stretch his/her legs seems ignorant. It's not like every player is in every hand. There is plenty of time during hands in which you folded to get up and stretch for a minute.

4) The fact that he knows the rule (clearly he does since he's taken issue with it before) makes him look worse. He may not like the rule, but he's not above it and is required to follow it. I hate when players use the excuse "I PAY SO MUCH MONEY TO THIS CASINO BLAH BLAH BLAH" to try and sway a ruling in their favor. Just because you may contribute more money to an establishment than most players doesn't mean you get to break rules and get away with it.
