Where did you come up with the number of 38bb/100?
If someone was capable of that win rate it would be significantly more profitable for them to move up stakes and have a slightly lower win rate. Continue that process until you find the combination of stakes and win rate that gives you the highest real world hourly income and given bankroll considerations that's where you should be playing.
At the stakes you're likely to earn the highest hourly the win rates for regs is between -1bb/100 (rakeback grinding) with the BEST having probably 3bb/100 at a fast fold table and 6bb/100 on regular tables depending on the site.
38bb/100 at 10NL is $3.80/100 with minimal rakeback
4bb/100 at 100NL is $4.00/100 with approaching reasonable rakeback depending on the site
1bb/100 at 1000NL is $10/100 with good rakeback if you site select properly.
Playing 400 hands an hour is reasonable for top reg at the stakes, using a 2bb/100 at 1000NL you're making $80 an hour plus rakeback.
You could now either study like an absolute madman to grind it up to 2.25bb/100 or you could jump up to 2000NL, have a 1.5bb/100 win rate and earn $120 an hour plus twice as much rakeback as you were getting at 1000NL
Around 100NL or 200NL you might have people with like 6-7bb/100 because it's kind of a nice little spot when you can hammer on fish and still make decent real world money but higher than that the opportunities for huge bb/100 don't really exist. There's fewer fish and your opponents are better and better but if a low stakes player is like ohhh I have a 10bb/100 win rate over the last 200,000 hand they usually just wasted their time and stunted their poker growth by not moving up 100,000 hands ago
