There's always the "golden rule" about treating others as you'd like to be treated yourself, but if very few are following it anyway might as well join in. I know that's cynical and you could always try to be better if you think it's important as a point of principle but I don't think anyone is too bothered. People will take advantage of it if the shoe were on the other foot and generally expect the same back.

I have waited in the past, used time bank,  checked down hands or even folded stuff I wouldn't have played but that was a long time ago.

If splitting hairs, I would say there's a slight difference between suddenly sitting out and disconnecting. Suddenly sitting out means they've clicked the sitting out button, I've no idea if they intend to come back or not. If they've disconnected  I can usually see that, and would assume they're actively trying to reconnect. I'd be slightly more inclined to wait after a disconnect if I was going to wait for either.  Even then, there'd only be so long I think a person could be reasonably expected to play it slow if they were ever going to anyway.
