In this hand i raised with my pair of 9s firstly to clear some of the limpers.
When the flop came i was more than happy for anyone to bet lol.

I just called his bet on the flop because-
1. knowing he was happy to put money into the pot, if i re-raised i could scare him off and therefore not have any more put into the pot.
2. After my initial raise, try to appear a little more passive, as though i had missed the flop and was hoping to catch my card on the turn.

On the turn he bet a little more, i did consider just calling but thought if i reraised a little, he would probably pay and also then it would make my all-in bet on the river more affordable for him to pay off.

*i was not going all-in on purpose it was just because that was all i had left, if i had a lot more i would have probably just bet 1/2 the pot maybe a little more.

This is just to show you can get a lot more from just calling and raising sometimes rather than just going all-in each time.

You got lucky that the Q on the river didn't slow him down. I would have pushed on the turn. People call down with crap all the time so I've gotten to the point of overbetting the pot with great hands (like you have here) and I'm still getting calls.
