If you are not all that strong postflop, being a bit tight preflop protect you from making much more expensive mistakes postflop. But its definitely a development point to get your VPIP up from the late seats as well as the big blind.

Which is a good strategy in some situations like wet boards or multiway pots. But heads-up there are board, that are so favourable for the preflop raiser, that its fine to C-bet, even when you missed completely. Like A83 rainbow, K72 rainbow etc. On these boards your opponents will have missed a lot, and will often give you credit for having top pair, which mean, a small C-bet can get a lot of folds.
