I think its a call. More often than not in short-hand games, I see people try to take the pot quickly with small pairs, figuring that the odds are strongly in their favor that no-one has an overpair. Given the relatively low bets (compared to his all-in), this ones smells really funny. Given that you've got the #3 best hand, the odds are even less likely that he has AA or KK.
I love QQ, and so I actually keep track of my own stats on this one hand. Out of 31 times someone has put me in position to call all-in preflop, I've only folded twice (to very tight players only), and called the other 29. I've had the best pre-flop hand 27 times, and won 22 times (either an A comes out, or a lower pairs gets lucky). so I've won roughly 2/3 of those all-ins. 
If this were the WSOP or something I'm sure I would only win half that many times, but the fact is that short of the "big games," there are far too many players who will go all-in on comparatively weak hands.
 
Now if I could just learn to fold the KK...
