Since the speed at which the California Government will do anything would give a snail a good race, it is fair to also assume that anything that gets done will happen after any existing bad actor clauses expire.  Plus, IIRC, the DOJ lifted their decree that Stars was indeed a bad actor.

Add in that there was never any legally binding decision that Stars was indeed a bad actor (no court cases happened), Stars can fight this fairly easy.  The cardrooms involved have quite a bit of sway when it comes to gambling decisions made in Sacramento.  But even if Stars was considered a bad actor at the time Black Friday happened, then spring of '16 is the magic time frame.  Again, things move too slowly in California, even with a solid political monarchy.

Personally, I would have preferred Stars fought the whole BF thing, forced it into the courts, and made for actual precedent.  The fact that they didn't is the only negative thing I can think about Stars.  Oddly, the same reasoning goes for the DOJ, who should also have forced it into court.

Still, it gladdens my heart to know the card rooms have chosen Stars as the partner they want to provide a solid honest game with no BS.  I would imagine the other card rooms/casino's in the state to be at least very interested in that coalition.  It will at least get them to a table.
