If he really is a big fish, then I think, top two can be raised for value on the river, since he can then have and call with worse two pair and some one pair hands as well. I do think, its to optimistic to move all in though. Its a massive overbet, and he would be risking his entire profit from the session. So even though an overbet can lock bluffy, I think, you are giving him to much of a chance to play well by mainly calling you with hands, that beat you.

Of course as HP300GOD say, if we raise to around 8$, we need to consider, what we are going to do, if we get jammed on. But I think, we can raise-fold against a fish, because even with two pair, he is probably just going to call us, unless he is on crazy tilt or something. It is a little bit exploitable, but against a fish I would not mind it. Against a good player, who called me out of the blinds and then took the lead on the flop, I would just call down and be satisfied with getting 3 streets of value.
